Max J. Brown is the founding partner and CEO of Group 360, a strategic advocacy firm based in Washington, DC. Group 360 is one of the leading government affairs firms in Washington, DC, focused exclusively on representing clients before the District of Columbia government.
Previously, he was Deputy Chief of Staff and Legal Counsel to District of Columbia Mayor Anthony A. Williams. In that capacity, he was responsible for managing several operating units within the District government, including government affairs, legal, communications and public affairs. Additionally, Mr. Brown was charged with negotiating a new labor agreement, developing, and implementing the Mayor’s budget request for the District of Columbia, and providing legal counsel to the Mayor.
Brown recently completed his second four-year term as the Chairman of the Board of Directors at Events DC (the Washington Convention and Sports Authority, the official convention and sports authority for the District of Columbia), having been appointed by Mayor Muriel Bowser in 2015. Under his leadership, he was instrumental in driving the once-in-a-lifetime redevelopment project of the 190-acre RFK Stadium Campus project, by leading the efforts to build The Fields at RFK; oversaw the construction of a $56 million, 4,200-seat Entertainment and Sports Arena in Congress Heights. Brown provided oversight and management for the 2.3 million square foot Walter E. Washington Convention Center, including strategic allocation of capital expenditure and maintenance, as well as oversight and approval of spending for necessary capital and improvement to the Washington Nationals 45,000 seat ballpark, which is owned by Events DC.
As Chairman, he oversaw a $225 million annual budget and worked annually to develop strategic priorities for the Authority, in addition to overseeing a CEO and staff of 400.
Brown previously served as General Counsel to the Chief Financial Officer, Anthony A. Williams. In his capacity as General Counsel, he provided legal advice to the CFO and department heads on a wide variety of matters including employment issues, labor disputes, debt issuance, contracts, tax and statutory interpretation. Brown was instrumental in assisting the Chief Financial Officer exercise his authority and carry out his duties under the Financial Responsibility and Management Assistance Authority. He managed a staff of ten and managed relations with the Congress, the White House, the Financial Authority, and the D.C. Council on behalf of the CFO.
In 1995, Brown founded and was the Chief Executive Officer of digital forum.net, an Internet Service Provider and web design firm, focusing on emerging business-to-business opportunities. He secured start-up capital and was responsible for executing all phases of the business plan, including sales, marketing, communications, and developing strategic business relationships.
From 1993-1995, Brown served as a Clinton Administration appointee at the U.S. General Services Administration. In that capacity, Brown worked with the White House on a variety of regulatory matters and provided advice and counsel to the Administrator on real estate leasing and procurement. He also served in the Office of the Federal Telecommunications Service, where he provided counsel to the Administrator on emerging strategic telecommunications issues.
In 2009, Brown founded Greenlight AC, one of the country’s first electric vehicle charging companies.
Following graduation from law school, Brown served as legislative counsel to US Sen. John Glenn (D-OH) on issues including appointments to the federal judiciary, tax, trade, technology, foreign affairs, and economic development.
Brown is a member of the bar in the District of Columbia and Ohio.
Brown received his B.A. from The George Washington University and a J.D. from the Cleveland-Marshall College of Law.
